Are environmental problems so big that individuals cannot make any contributions to resolving them? The answer is absolutely “No”. Instead, the issues cannot be addressed without individuals’ joint efforts.

Compared with average people, who can merely persuade others to follow the rules and norms, the governing authority possesses the legislative power to enact strict laws, issue corresponding policies, and effectively enforce them in order to safeguard the environment. For example, heavy fines can deter both institutions and individuals to behave properly. In comparison, individuals are not empowered to require others to do so.// However, what average people do cannot be ignored.

To illustrate, even though heavy fines can serve as a deterrent, people may comply with the minimum environmental requirements set out by law owing to either the absence of a sense of responsibility as being qualified planet-mates or the failure to compromise with their convenient lives which are partly based on the sacrifice of natural resources. In this case, the aforementioned laws and rules cannot be as effectual as expected. For example, charging for vehicle taxes may reduce the usage of private cars to some extent, while big differences can be made if the owners leave their cars in the garage voluntarily.

口语评分标准里面排除两个和内容相关的标准，即grammatical range and accuracy 和 lexical resource，就需要从剩下的两个标准，fluency 和pronunciation里面找原因了。
我们今 天主要从Pronunciation里面的stress这个角度分析一下很多考生存在的问题。
单词重音
首先，很多单词重音容易被读错。
有一些单词词性不一样的时候，重音位置也是不一样的。比如record, survey, present, content等。
有一个发音规则是，一些双音节词，作为名词，重音在第 一个音节，作为动词，重音在第二个音节。
Record用作名词记录或者唱片的意思的时候，重音在r前面，读’record， 但作为动词记录的时候，重音就在c前面, 读re’cord. 大家这个时候可以自己开口读一下区分他们的不同。
Survey作为名词调查的时候，读’survey, 作为动词调查的时候，读sur’vey.
Present作为名词礼物的时候，读’present, 但作为动词呈现的时候读pre’sent.
Content作为名词内容的时候，读’content, 作为动词使满足的时候才读con’tent.
这几个单词的发音很多学生容易犯错误。同学们可以放到不同语境下多使用来帮助记忆。

同词根单词发音
另外，一些同词根的单词的发音也很容易让同学们晕眩。
比如和photo相关的几个表达，比如photograph, photography, photographer, photographic. 它们的发音分别是’photograph, pho’tography, ph’tographer, photo’graphic.
还有一些和学科相关的同根词也很容易被混淆，比如e’conomy 和eco’nomic, ‘politics和po’litical, ‘psychology 和psycho’logical等。
以上几组词作为名词和形容词的时候，重读位置是不一样。
句子重音
Pronunciation这个评分标准里面不仅包含单词的重音，还有句子的重音。
很多同学口语更多的问题是在句子的重音上面，或者说，很多考生在口语交流过程中是没有重音的。但其实我们说的每句话都可以找出重读的词。
比如雅思官方评分标准里面给的一个例子。
If I were you , I’d go by bus. 很多同学会很平淡的说出这句话，但这句话应该至少有两个重读的词，you和bus.
If I were YOU, I’d go there by BUS. 大家重读这两个单词再来读一下这句话，语感会好很多。
我们再来看这句话, He cleaned my car yesterday. 官方的评分标准视频里面给出了三种不同强调的读法。
HE cleaned my car yesterday. (not me)
He cleaned MY car yesterday. (not your car)
He cleaned my car YESTERDAY. (not before that)
我觉得这句话里面的clean 和car 也是可以重读的，如果你想强调的是给我洗了车不是给我擦了车，或者是我的车而不是我的自行车的话。
修饰词
除此之外，很多修饰词比如量词A LOT OF people，形容词BEAUTIFUL park，副词WAY TOO expensive都可以重读来提高表达的语感。
